The State Bank of Pakistan (SBP) has developed a Gender Mainstreaming Policy “Banking on Equality: Reducing the Gender Gap in Financial Inclusion” that aims to promote women financial inclusion in Pakistan. Initial direct feedback was received from number of relevant institutions. However, the process of wider stakeholders’ consultation on the Banking on Equality policy (BoE) commenced with a high profile webinar held on December 21, 2020. The policy was also placed on SBP’s website for public consultation. The consultative launch was followed by a number of high-level focus group discussions led by Governor SBP, Dr. Reza Baqir and Deputy Governor Ms. Sima Kamil with senior representatives of key stakeholders to gain their feedback, create a sense of ownership and to secure partnerships for its implementation. |

Governor SBP, Dr. Reza Baqir held 3 high level focus group discussions with senior level participation from federal government (Ministry of Law and Justice, Ministry of Social Protection, SECP, NADRA, PTA, Ministry of Human Rights etc.), corporate sector, civil society, women champions and academia etc. The discussion were held on wide ranging issues including, enabling laws/regulations and their enforcement/ implementation, availability of documentation including identity and proof of business etc., availability of eligible collateral, need for awareness and promotion, and the need for collaboration among various stakeholders including civil society organization to help build the momentum.
Similarly, Deputy Governor Ms. Sima Kamil separately held 3 focus group discussions with senior representatives of supply and demand side stakeholders to gain their feedback and secure their buy in for implementation of the policy actions. The supply side participants included CEOs/President of bank, DFIs, Microfinance Banks and Institutions, NPOs, while the demand side stakeholder included participants from federal and subnational chambers of commerce and business associations and women entrepreneurs etc.
In addition to the consultative group discussions, the policy has been widely shared and input has been received via social media.

Now, ahead of the policy launch, the World Bank has organized this webinar during which Governor, Dr. Reza Baqir will host a panel discussion with global leaders to benefit from their experience in this area in order to take the consultative phase to a conclusion. |
