Dear Sirs,

Sub: i)            Export to Afghanistan and through Afghanistan to Central Asian Republics via land routes.

        ii)                         Temporary Suspension of requirement of Consulate Certification in respect of Exports to Afghanistan via land route under Duty Draw Back Scheme. 

              In terms of SRO 31 (1)/2002 dated the 17th January, 2002 the Ministry of Commerce, Government of Pakistan has amended para No.8 of the Export Policy and Procedure Order 2000. A copy of the said SRO is enclosed.

 2.           Authorised Dealers are advised to bring the same to the notice of all their constituents.

NOTIFICATION
S.RO. 31(1)/2002.- In exercise of the powers conferred by sub- Section (1) of section 3 of the Imports and Exports (Control) Act, 1950 (XXXIX of 1950), the Federal Government is pleased to direct that the following further amendment shall be made in the Export Policy and Procedure Order, 2000, namely :

In the aforesaid Order, for para 8 the following shall be substituted namely :-

“8. Exports to Afghanistan and Central Asian Republics.-

(1) Subject to sub-paras (2), (3), (4) and (6), export of all commodities produced or manufactured in Pakistan, excluding those manufactured in manufacturing bonds, shall be allowed via land route to Afghanistan against Pak. Rupee on filing of regular shipping bills without Form ‘E’. Such exports shall not be entitled to any duty drawback and zero rating of sales tax.

(2) Subject to sub-para (3), export of the following items to Afghanistan, as also through Afghanistan to the Central Asian Republics via land route including those manufactured in manufacturing bonds, against irrevocable letters of credit or advance payment in convertible foreign currency, shall be allowed zero rated of sales tax, central excise and be eligible to normal duty draw back, namely :-

1. Cement.

2. Rice.

3. Pharmaceuticals,

4. Glass sheets.

5. G.I. pipes.

6. Hardware items.

7. Safety matches.

8. Furniture (wood, plastic, metal and fibre glass).

9. Water storage tanks (fibre glass, plastics & metal).

10. Tobacco leaf (in crate and cartons).

11. Gur.

12. Agricultural machinery, electric motors, pumps, fans and transformers.

13. Leather manufactures and footwear.

14. Confectionery items, jams, juices and pickles.

15. Soaps and detergents.

16. Ghee and cooking oils.

17. Electric fans, wires and cables.

18. Aluminium utensils, all plastic goods including shopping bags, PVC shoes, PVC pipes and polyethylene sheets.

19. Adhesive tapes.

20. All cotton and woolen textile products including cloth, garments and made-ups.

21. Carpet yarn, carpets (machine made and knotted), blankets (woolen and synthetic) and canvas.

22. All Plastic products including PVC shoes, zippers, pipes, mats, ropes and polyethylene sheets.

23. Construction material, construction steel, chipboard, formica (HPL), Lasani Board, etc., hardware items, sanitary ware, building lights, electrical fittings, marble and granite tiles and products, white chalk, FC sheets for low cost roofing, shelters, etc., FC pipe systems for water supply, sewerage, etc., polyethylene pipe systems for water supply, sewerage, gas distribution, polypropylene pipe systems for hot and cold water supply and industrial effluents.

24. All machinery, electric equipment, goods and appliances including threshers, electric wire and cables, video and audio cassettes.

25. Cartons and packaging paper (all items including kraft paper), X-ray films, and repro films.

26. All herbal and allopathic medicines and pharmaceuticals.

27. Plastic utensils including water coolers.

28. Pesticides.

29. Poultry feeds.

30. Veterinary medicines.

31. Pulses.

32. Surgical instruments.

33. Stationary items.

(3) The export of items under sub-para (2) shall be subject to the conditions that -

(i) the export of vegetable ghee and cooking oil shall be allowed (excluding that manufactured in manufacturing bonds) provided there is value addition of fifteen per cent for edible uses in packs up to five litre and fifty per cent value addition in non-edible uses in packs upto one half litre, as indicated at S. No. 9 of column 3 of Schedule 1 to the Export Policy and Procedure Order, 2000.

(ii) the Pakistan Embassy or Consulate in Kabul, Kandhar and Jalalabad shall verify the arrival of export consignments from Pakistan. This condition of verification from Pakistan Missions shall remain suspended until these Missions or Sub-Missions become fully functional;

(iii) the Central Board of Revenue shall strictly monitor the exports to Afghanistan and in case of any misuse of the facility the item involved shall be taken out of the permissible list by the Ministry of Commerce forthwith; and

(iv) packages or retail packing shall be clearly marked with the expression “For Export Only”, provided that -

(a) only normal duty draw back rates or rebates shall be available; and

(b) export shall be allowed only through authorized export routes i.e. Torkhum and Chaman.

(4) Export of such goods which are made by or on behalf of International Relief Organizations against international tenders as relief goods to Afghanistan shall be allowed the facility of normal duty drawback subject to the following conditions, namely :-

(i)
The export proceeds are realized in convertible foreign currency; and

(ii)
Each individual packing of consignment bears indelible and prominent marking “For Export Only – supply for aid to Afghanistan (insignia of the organization) – not for sale in Pakistan”.

(5) Normal duty drawback shall remain available on exports to the Central Asian Republics via Iran.

(6) Export of acetic anhydride to Afghanistan shall not be allowed till further orders”.
