State Bank of Pakistan (SBP), the Central Bank, is looking for talented and energetic candidates for the following positions in the Legal Services Department, based at Karachi.

 

Deputy Legal Advisor - Corporate Service Division (OG-5)

Key responsibilities of the incumbent will include, but not limited to, the following:
Coordinate with different departments of the Bank and its subsidiaries to provide legal advice / opinion on the corporate cluster, administrative and human resource of the subsidiaries including union and CBA issues.
Examine and vet legal documents and assist in documentation of contracts and agreements.
Assist in and vet investigation and disciplinary matters and inquiries including show cause notices.



Attend meetings / seminars / hold discussions on behalf of the Bank with the permission of Director Legal with the higher management of the Bank or Government Authorities, foreign agencies / delegates pertaining to the legal issues/contracts and policies of the Central Bank.


Assist higher authorities of the Bank in interpretation of various statutes / laws to help them in framing policies for the Bank as and when required.



Advise on drafting of circulars, directives and documents to be issued by the Human resources department and other client departments in the corporate cluster and subsidiaries. Draft and advise on legal implications of orders and directives to be issued.



Provide assistance in arranging engagement of advocates carefully based on their expertise and negotiate their professional fees according to the relevance and importance of the case. Vet documents, pleadings, petitions prepared by outside Counsel and liaise with them closely during litigation / other Court proceeding.
Deal with legal issues in a professional manner such that dependence on outside counsel is minimized.
   

 Eligibility Criteria:


Education:

LLB from HEC recognized domestic or reputable foreign university.

Age: Maximum 45 years, as on the last date to submit application. Relaxation maybe allowed in case of additional relevant experience.
Experience: Minimum 12 years of relevant field/ legal. Incumbent must be fully conversant with drawing up and reviewing contracts, negotiations and notifications relating to autonomous bodies like SBP and analyzing, interpreting and formulating opinion on points on law.

  • Working knowledge of MS Office
  • Sound knowledge of relevant national / international laws relating to international treaties

Deputy Legal Advisor - Litigation Division (OG-5)

Key responsibilities of the incumbent will include, but not limited to, the following:
Provide legal services in all litigation related matters pertaining to SBP, SBP BSC and NIBAF offices.
Draft / vet plaints / written statements and notices etc in co-ordination with the client department and advocates.



Assist Director Legal and Legal Advisor (OG-6) in selection and arranging engagement of advocates carefully based on their expertise and negotiate their professional fees according to the relevance and importance of the case. Vet documents, pleadings, petitions prepared by outside Counsel and liaise with them closely during litigation / other Court proceeding.
Advise on banking policy matters vet and advise on legal implications of orders and directives to be issued by the Bank.


Attend meetings / seminars / hold discussions on behalf of the Bank with the permission of Director Legal with the higher management of the Bank and/ or Advocates in litigation matters pertaining to the Central Bank.


Liaise with Advocates and Court offices as well as different departments of SBP, SBP BSC and NIBAF on litigation related matters.
Assist in the prosecution / investigation before the adjudication department of the Bank.
Deal with legal issues in a professional manner such that dependence on outside counsel is minimized.
   

 Eligibility Criteria:


Education:

LLB from HEC recognized domestic or reputable foreign university.

Age: Maximum 45 years, as on the last date to submit application. Relaxation maybe allowed in case of additional relevant experience.

Experience: Minimum 12 years of relevant field/ legal affairs including practice in higher courts. Incumbent must be fully conversant with drawing up and reviewing contracts, drafting legislation and rules, negotiations and notifications relating to autonomous body like SBP and analyzing, interpreting and formulating opinion on points on law.

Law Officer (OG-3)

Key responsibilities of the incumbent will include, but not limited to, the following:


Coordinate with various functions of the Bank and its subsidiaries on corporate, labour and banking related matters as well as matters pertaining to litigation in these areas.
Should be able to draft and vet agreements and contracts executed by the Bank and its subsidiaries.
Should be well versed with the inquiry process conducted against workers and officers under the applicable laws.
Will represent the department on various internal and external forums.


Provide legal views on any circulars, directives and documents that are to be issued by the Bank and its subsidiaries both internally and externally.


Draft and Vet documents, pleadings, petitions prepared by outside Counsel and liaise with them closely during litigation / other Court proceeding.
Deal with legal issues in a professional manner such that dependence on outside counsel is minimized.

Experience: Minimum 4 years of experience in relevant field/ legal affairs. Incumbent must be fully conversant with drawing up and reviewing contracts, negotiations and notifications relating to autonomous bodies like SBP and analyzing, interpreting and formulating opinion on points on law.

Deputy Director - Project, Compliance & Support Services (OG-3)

Key responsibilities of the incumbent will include, but not limited to, the following:


Monitor activities of officers / staff working in Support Services Division to ensure timely provision of qualitative administrative and secretarial support to other officials.
Coordination and supervision of LSD officer’s official itinerary.
Supervise and monitor the incoming and outgoing movement of letters / cases referred to the department.
Ensure maintenance of subject-wise files, registers and scanned record of all the opinions with due regard to confidentiality.
Supervise maintenance of proper record of Imprest Account showing its utilization and replenishment.


Assist in preparation of Annual Budget of the department and submit monthly budget variance report to Finance Department.
Coordinate with Internal / External / Govt. Auditors with regard to smooth audit of department.



Assist in preparation of quarterly status report of Developmental Projects of department.
Coordinate with HRD on all matters.
Maintenance of litigation record and supervision of MIS/LMS and record retrieval.
Obtain, compile and analyze monthly information regarding Pending/Disposed of court cases from departments / offices of SBP / SBP BSC, NIBAF and PSPC and maintain complete database of the same.
Facilitate stakeholders regarding status of cases referred to department for opinion.
Perform any other work, which may be assigned by the supervisors.
Ensuring meetings are effectively organised and minuted. Liaising with the Chair to schedule and execute meetings.
Prioritize new work alongside older assignments.
Maintain active liaison with other departments in relation to LSD work
Maintain and supervise rigorous follow up of LSD requirements from other departments and assist in compliance where required.
   

 Eligibility Criteria:


Education

Bachelor's Degree (14 years) of education from HEC recognized institutions or from a reputable foreign university.

Age: Maximum 50 years, as of the date of submission of application (as per CNIC).
Experience:

Minimum 15 years of experience in related field out of which at least 10 years should be in the Legal Department. Should be aware of the office procedures. Must be capable of working under pressure.

Legal Officer (OG-2)

Key responsibilities of the incumbent will include, but not limited to, the following:


Assist in Coordinating with different departments of the Bank and its subsidiaries to provide legal advice / opinion on the issues pertaining to the general operations.
Draft /vet , speaking orders, guidelines, notices etc., in cooperation with Bank’s client departments and advocates.
Deal with legal issues in a professional manner such that dependence on outside counsel is minimized.
Appear before the Court and other forums on behalf of the Bank.
   

 Eligibility Criteria:


Education

LLB from HEC recognized domestic or reputable foreign university.

Age: Maximum 32 years, as on the last date to submit application. Relaxation maybe allowed in case of additional relevant experience.
Experience:

Minimum 2 years of experience in relevant field/ legal affairs. Incumbent must be fully conversant with drawing up and reviewing contracts, drafting legislation and rules, negotiations and notifications relating to autonomous body like SBP and analyzing, interpreting the laws. Must be able to coordinate with external lawyers and appear before the Court / other Forums. Incumbent must possess valid license to practice as Advocate.

Assistant Director - Project, Compliance & Support Services (OG-2)

Key responsibilities of the incumbent will include, but not limited to, the following:
Maintain properly the incoming and outgoing movement of letters / cases referred to LSD.
Swift disposal of official business i.e. mail and other assignments.
Maintenance of subject-wise files, registers and scanned record of all the opinion work with due regard to confidentiality.
Proper record of Imprest Account showing its utilization and replenishment.
Maintenance of leave record of officials of department.
Coordination of LSD officer’s official itinerary.
Maintain database of officers/staff regarding trainings and coordinate with concerned departments to meet domestic and foreign training requirement.
Procurement and distribution of stationary and other relevant items for use by the department.
Maintenance of litigation record / files and updating of MIS/LMS and ensure quick retrieval of record.
Keep the record of Imprest Account for audit purpose.
Providing timely and relevant administrative and logistic support to officers of the department.
Feeding the overtime, Personal staff allowance, Conveyance charges after the approval of competent authority on monthly basis.
Maintain record related to petty cash expenses.
Arrange office equipment and computer accessories required by all the Divisions from time to time through Oracle System.
Maintain active liaison with other departments in relation to LSD work.
Maintain rigorous follow up of LSD requirements from other departments and assist in compliance where required.
   

 Eligibility Criteria:


Education

Bachelor's Degree (14 years) of education from HEC recognized institutions or from a reputable foreign university.

Age: Maximum 45 years, as of the date of submission of application (as per CNIC).
Experience:

Minimum 15 years of experience in related field. Should be aware of the office procedures. Must be capable of working under pressure.
