State Bank of Pakistan (SBP), the Central Bank, regulates the monetary and credit system of country and fosters its growth in the best national interest with a view to securing monetary stability and optimum utilization of the country’s productive resources. SBP is looking for high caliber and dynamic professionals for the CONTRACTUAL positions in Payment Systems Department, based at Karachi.


 

Payment Systems Security Specialist

Key responsibilities of the incumbent will include, but not limited to, the following:
Tailor a set of security requirements for latest payment infrastructure being deployed in SBP in light of prevalent international standards and best practices.
Ensure compliance to the security requirements by conducting internal reviews and building mitigation strategies to resolve findings in a timely manner.
Manage cryptographic keys used within the group including definition, maintenance and review of related policies and procedures.
Act as an internal security subject matter expert (SME), advocating for better security practices.
Establish routine scanning of the infrastructure to proactively detect vulnerabilities.
Perform security awareness training to new resources as a part of on-boarding processes.
Observe technical onboarding of new participants to payment infrastructure from security perspective.
 

 Eligibility Criteria:


Education

Must have a Master’s or Bachelor’s degree with 16 years of education in Computer Science / Software Engineering / Information Systems / Computer Systems / Computer Engineering / Systems Engineering or other IT related disciplines with a specialization in security or forensics or related discipline from HEC recognized domestic or reputable foreign university.

Preference will be given to candidates with relevant certifications.

Age:

Maximum 35 years, as of the date of submission of application (as per CNIC). Relaxation maybe allowed in case of additional relevant experience.

Experience:

Minimum 5 years of experience in information security, preferable in the payments industry.

Competencies:
Knowledge and experience with PCI DSS, PCI PIN and PCI PTS security requirements.
A deep and broad understanding of payment security vulnerabilities, attacks and techniques to identify and mitigate against them.
Attention-to-detail required to develop high quality security framework.
Capable of managing and leading a team.

 

 API Architect

Key responsibilities of the incumbent will include, but not limited to, the following:
Analyse, design, develop and maintain APIs and integrations through their lifecycle with API management technologies and processes using several platforms.
Design testing and change control procedures for API modification.
Design API database table structures, while warranting high levels of quality and durability.
Respond to production issues with analysis and remediation in a timely manner.
Coordinate Continuous Integration activities, testing automation frameworks, and other related items.
Troubleshoot and resolve issues within API performance and access.
Ensure data access security at API gateway level.
Produce and upkeep technical documentation and reports.
Liaison with product development or other business teams to timely launch public APIs for a particular product.
Lead and manage the team of developers and train the newly on-boarded resources.
Design and oversee the testing of integrations for potential faults and bugs.
Manage maintenance/support of existing API integrations.

 Eligibility Criteria:


Education

Must have a Master’s or Bachelor’s degree with 16 years of education in Computer Science / Software Engineering / Information Systems / Computer Systems / Computer Engineering / Systems Engineering or other IT related disciplines from HEC recognized domestic or foreign institutions.

Age:

Maximum 35 years, as of the date of submission of application (as per CNIC). Relaxation maybe allowed in case of additional relevant experience.

Experience:

Minimum 5 years of relevant experience.

Age:
Experience utilizing the SOLID principle and strong Object Oriented Programming (OOP) skills.
Strong knowledge of REST/Microservices architecture, design patterns, API Gateways/Management platforms and API lifecycle.
Hands-on experience of developing APIs and creating solutions using them.
Well versed with API Security: API Key Validation, Authentication, Authorization and Identity.
Must possess Query Syntax expertise along with T-SQL and PL/SQL.
Excellent communication skills, both verbal and written with the ability to present to audiences.
Must possess the ability to work cohesively with cross-functional team members.
Strong technical documentation skills.

 

IT – Development Officer


IT Development Officer will be responsible to lead technical participant on-boarding and support and maintenance activities related to the Micro Payment Gateway (MPG). This includes ensuring successful integration, on-boarding, testing and certification of participants, and maintaining and enhancing products and services of MPG.
Key responsibilities of the incumbent will include, but not limited to, the following:
Lead technical on-boarding of new participants.
Development, configuration, maintenance and enhancement of MPG applications and software.
Performance tuning and deployment of code, in coordination with IT operations where necessary .
Respond to production issues with analysis and remediation in a timely manner.
Liaison with technology vendor for L2 & L3 support where required.

Support product managers and participant managers in shaping product roadmaps and features.

 

 Eligibility Criteria:


Education

Must have a Master’s or Bachelor’s degree with 16 years of education in Computer Science / Software Engineering / Information Systems / Computer Systems / Computer Engineering / Systems Engineering or other IT related disciplines from HEC recognized domestic or reputable foreign university.

Preference will be given to candidates with software development, DevOps, and/or software project management related certifications.

Experience developing enterprise applications.
Experience managing Operational teams in complex technical environment with varied and demanding user / team base.
Experience monitoring and maintaining enterprise applications on multiple platforms including Windows/UNIX/Linux.
Experience maintaining system infrastructure (e.g., servers, network).
Experience managing database platforms and technologies (e.g. Oracle, SQL, etc.).
Experience with big data technologies, such as Hadoop, Hive, and Pig, Cloudera, or large data warehousing initiatives.
Experience with developing, maintaining and monitoring APIs

 

 Scheme Management Officer


The purpose of the Scheme Associate role is to own and build a just and equitable scheme in Pakistan for all MPG participants. This includes growing the usage and participation of MPG by educating participants on MPG objectives, evolution/performance and global trends.
Key responsibilities of the incumbent will include, but not limited to, the following:
Develop the strategy to drive scheme’s development.
Maintain a view on global payment scheme trends and educate scheme participants.
Drive working groups with industry representatives on specific topics and gather suggestions to update the scheme.
Align governing body of the scheme to implement working group suggestions in the scheme.
Develop pricing strategies for both issuer and acquirers with relevant stakeholders.

 Eligibility Criteria:


Education

Must have a Master’s or Bachelor’s degree with 16 years of education in IT, engineering, computer science, or Business from HEC recognized domestic or reputable foreign university.


Age:

Senior Software Engineer


This is a hands-on software development position who will be responsible for the overall development, maintenance and enhancement of product and services related to Micro Payment Gateway (MPG). This includes ensuring smooth operations of all MPG related software and applications, customizing and developing use cases and functionalities for MPG related services, and fixing software and configuration issues. The Development Lead will lead the development team and support the crafting of the MPG product and services roadmap.
Key responsibilities of the incumbent will include, but not limited to, the following:
Work on development of new use cases and enhancements to existing system iteratively by building quick POCs.
Present technical solutions, capabilities, considerations, and features in business terms. Effectively communicate status, issues, and risks in a precise and timely manner.
Analyse the impact of proposed changes and enhancements on operational system.
Perform testing such as unit, user acceptance, integration, system, load & stress.
Work closely with business and technical stakeholders for deployment of use cases.
Coordinate Continuous Integration activities, testing automation frameworks, and other related items.
Respond to production issues with analysis and remediation in a timely manner.
Liaison with technology vendor for L2 & L3 support where required.
Support product managers and participants in shaping product roadmaps and features.
Provide technical leadership to junior team members.
Perform Software Quality Assurance.
Participate in DR and BCP exercises.

 Eligibility Criteria:
