Raast Payments Pakistan Pvt. Ltd. (RPP), a wholly owned subsidiary of the State Bank of Pakistan (SBP) is seeking talented and energetic candidates for the following positions based in Karachi.

Chief Technology Officer


Role Summary

The Chief Technology Officer is responsible for defining and executing the Raast Payments Pakistan’s technology vision and lead enterprise architecture, product design and development, quality assurance, automation and technology partnerships to deliver resilient, customer-centric digital payment solutions.

 

 Key Responsibilities:


Key responsibilities of the incumbent will include, but not limited to, the following:

  • Lead and govern IT strategic and operational planning to support RPP’s business objectives, digital financial services agenda, and SBP regulatory requirements.
  • Drive new product and feature development by translating business needs into secure, scalable, and secure-by-design technology solutions.
  • Establish and govern enterprise architecture to ensure system interoperability, high availability, future scalability, and alignment with international best practices.
  • Oversee quality assurance frameworks, testing strategies, and release management to ensure reliability, performance, and compliance of all technology deployments.
  • Define and implement infrastructure and cloud strategy (where applicable), including capacity planning, performance optimization, and cost-effective scaling of mission-critical systems.
  • Drive CI/CD automation, DevOps practices, and sandboxing environments to support rapid innovation, participant testing, and controlled production releases.
  • Develop and maintain technical standards, guidelines, and documentation for internal teams and ecosystem participants in coordination with SBP policies.
  • Oversee vendor selection, contract management, and performance of technology partners, ensuring delivery against SLAs and regulatory expectations.
  • Provide strategic oversight and governance of IT operations in coordination with operations and security teams to ensure 24x7 availability and incident readiness
  • Perform any additional tasks assigned by senior management as needed.

 

 Eligibility Criteria:

Education
  • 16 years of education (Bachelors/Masters) from HEC recognized institutions or from a reputable foreign university in Computer Science, Software Engineering, Information Technology, or related field or discipline.
  • Additional post-graduate degrees (Business Administration, Computer Science, Information Systems, or equivalent) will be preferred.

  • Relevant professional certifications will be an added advantage.
Age
  • Maximum 50 years, as on date of advertisement. Relaxation may be given in case of exceptional experience.

Experience
  • Minimum 12 years of progressive experience in technology related roles with at least 5 years in a senior executive or leadership capacity preferably within financial services, digital payments, or fintech sectors.
  • Preference will be given to candidates possessing hands-on experience with large-scale IT platforms and managing multi-vendor ecosystems and large technology budgets.

Chief Risk Officer


Role Summary

The Chief Risk Officer (CRO) is responsible for establishing and leading the risk management function for Raast, Pakistan’s Instant Payment System. The role ensures that Raast operates with the highest standards of safety, resilience, cybersecurity, and regulatory compliance. The CRO provides strategic leadership over legal, financial, systemic, operational, and reputational risks, and acts as the independent risk voice for all Raast-related initiatives

 

 Key Responsibilities:


Key responsibilities of the incumbent will include, but not limited to, the following:

  • Establish and oversee the Raast Enterprise and Industry Risk Management (ERM) framework, risk appetite and escalation mechanisms.
  • Identify, assess and mitigate legal, financial, systemic, operational, technology, and reputational risks in line with the applicable laws and standards.
  • Ensure resilience, availability and continuity of 24/7 real-time payment operations.
  • Lead incident management, disaster recovery, business continuity and operational resilience testing.
  • Ensure compliance with SBP security frameworks, national cybersecurity policies and applicable international standards.
  • Oversee data protection, access controls, API security and third-party risk management.
  • Implement participant onboarding, risk scoring, fraud monitoring and ongoing compliance reviews.
  • Monitor settlement flows, liquidity buffers and real-time settlement risk parameters.
  • Provide risk assessments and dashboards to the Board, Board Audit & Risk Committee, and SBP for new initiatives and ongoing operations.
  • Perform any additional tasks assigned by senior management as needed.

 Eligibility Criteria:

  • 16 years of education (Bachelors/Masters) from HEC recognized institutions or from a reputable foreign university with degree in Finance, Risk Management, Information Systems, Computer Science, Engineering, Economics, Business Administration, Mathematics or a related discipline.
  • Relevant professional certifications such as Advance Level in ISO27001, IRM, RIMS-CRMP, CERMP, CRISC or equivalent risk / security credentials or FRM, PRM, CFA, CISA, CISSP will be an added advantage.
Age
  • Maximum 50 years, as on date of advertisement. Relaxation may be given in case of exceptional experience.

Experience
  • Minimum 12 years of progressive experience with at least 5 years in senior leadership capacity in risk management, operational risk, or technology risk within banking, payments, FMUs, or regulated financial institutions with demonstrated experience in incident management, business continuity, disaster recovery, and fraud-risk oversight in high-availability environments.
  • Responsibilities for Board-level risk reporting and regulatory engagement will be preferred.

Chief Business Officer


Role Summary

The Chief Business Officer is responsible for driving nationwide adoption, usage growth, and commercial adoption of Raast, Pakistan’s instant payment system. The role leads strategic business development initiatives, manages targets and customer accounts, designs and governs commercial schemes, engages industry stakeholders, strengthens marketing and brand presence, and oversees data-driven decision-making to ensure participation and long-term growth.

This position plays a critical leadership role in aligning market needs with RPP’s strategic objectives, fostering collaboration across financial institutions, fintechs, government entities, and merchants, while ensuring measurable adoption and transaction growth in line with national payment system strategy.

 

 Key Responsibilities:


Key responsibilities of the incumbent will include, but not limited to, the following:

  • Define and manage adoption, transaction, and participation targets across all Raast segments.
  • Lead account management for participants such as banks, EMIs, fintechs, merchants, and government.
  • Design and govern commercial and incentive schemes to drive onboarding, usage, and sustainability.
  • Drive industry engagement and partnerships with public sector entities, financial institutions, fintechs, and other ecosystem players.
  • Lead product innovation and product management functions, translating market needs into scalable use cases, features, and enhancements for Raast
  • Drive industry engagement through structured forums, consultations, working groups, and partnerships to strengthen ecosystem collaboration and alignment.
  • Establish analytics and performance dashboards to track adoption, usage, and campaign effectiveness.
  • Oversee end to end participant onboarding and enablement, including commercial readiness, use-case adoption, and coordination with operations and technology teams.
  • Act as senior escalation point for adoption, growth, and participant-related issues.
  • Leverage data and analytics to track adoption, usage trends, customer insights, and commercial performance to inform decision-making and strategy refinement.
  • Perform any additional tasks assigned by senior management as needed.

  • Minimum 12 years of progressive experience in business development, strategy, pricing and commercials, payments, banking, fintech, or digital financial services with at least 5 years in a senior executive or leadership capacity preferably within financial services, digital payments, or fintech sectors.
  • Preference will be given to candidates with experience in leading large-scale adoption or growth initiatives, preferably in financial services, payment systems or regulated financial environments. Prior experience engaging with regulators, banks, fintech, and government stakeholders is highly preferable.

General Managers Operations


Role Summary

The GM Operations is responsible for leading end-to-end operations of RPP’s real-time payment infrastructure, ensuring 24x7 availability, security, resilience, and regulatory compliance. The role oversees monitoring, support operations (L1/L2), dispute resolution, network, infrastructure and systems management, business continuity, and onboarding of new participants, while continuously improving operational efficiency, reliability, and service quality across Raast payment system.

 

 Key Responsibilities:


Key responsibilities of the incumbent will include, but not limited to, the following:

  • Lead and manage 24x7 operations covering real-time monitoring, incident management, L1 and L2 support to ensure high availability and performance of Raast payment systems.
  • Oversee dispute management and resolution processes in coordination with participants, internal teams, and regulators, ensuring timely, accurate, and compliant outcomes.
  • Ensure robust security operations, including operational controls, vulnerability management, coordination with SOC functions, and adherence to SBP and industry security standards.
  • Manage network, infrastructure, and systems operations, including capacity planning, performance tuning, patching, and lifecycle management of critical platforms.
  • Establish, maintain, and regularly test Business Continuity Management (BCM) and Disaster Recovery (DR) frameworks to meet defined requirements.
  • Lead onboarding and enablement of new participants (banks, PSEs, EMIs), including operational readiness assessments, connectivity, certification, and go-live support.
  • Define and monitor operational KPIs and drive initiatives to enhance reliability, scalability, and customer experience.
  • Coordinate with internal stakeholders such as technology, product, compliance, risk, as well as external vendors.
  • Develop and maintain operational policies, procedures, and escalation frameworks in line with SBP regulations and market best practices.
  • Perform any additional tasks assigned by senior management as needed.

  • Preference will be given to candidates with demonstrated experience of managing 24x7 systems, preferably in payments, banking, financial services, or regulated entities or hands-on exposure to real-time or high-volume transaction systems, dispute operations, and participant/vendor management.

 Compensation:

 Term of Appointment:


The initial appointment will be for a term of three (3) years, renewable subject to satisfactory performance and mutual agreement. The appointment may, however, be terminated earlier in accordance with the terms and conditions of the employment contract.
