State Bank of Pakistan (SBP), the Central Bank, is looking for skilled and enthusiastic professional for following positions in Legal Services Department (LSD). The positions are based in Karachi.

Legal Officer (OG-2) |
Key responsibilities of the incumbent will include, but not limited to, the following:
- Monitor and report on the progress of pending court cases and legislation in coordination with relevant departments.
- Coordinate with the Federal Government, financial institutions, and legal review commissions on legislative proposals and amendments.
- Compile and prepare information required for presentation to the Board, Committees, and Ministries.
- Review assigned cases, consult internal stakeholders, research precedents, assess legal implications, and draft legal opinions for approval before competent authority.
- Examine contracts, agreements, bonds, guidelines, and orders to identify legal implications; draft and vet amendments to safeguard SBP’s interests.
- Prepare for and represent SBP/subsidiaries in low-risk court cases; guide officers under examination, draft proceedings summaries, and follow up on subsequent hearings.
- Coordinate with or arrange external counsel for complex/high-profile cases or cases outside Karachi; travel if necessary to represent SBP.
- Receive complaints from the Ombudsman, coordinate with relevant parties, prepare compliance reports, and submit for approval prior to filing.
- Process requests from the Pakistan Information Commission regarding citizen communication by compiling and submitting files for approval before competent authority.
- Address queries from external authorities (NAB, FIA, FBR, etc.) on taxation, licensing, or regulatory matters; vet departmental responses and submit for approval.
- Assist supervisors by providing legal research, case law, precedents, and supporting data for case preparation.
- Undertake any additional tasks assigned by supervisors.

Eligibility
Criteria: |
| Education: |
Master’s or Bachelor’s degree (with a minimum of 16 years of education) in Law from HEC recognized domestic or from a reputable foreign university. Preference will be given to the applicant holding higher degree in Law.

| Age: |
Maximum 32 years, as on the date of advertisement.
|
| Experience: |
Minimum of five (5) years of experience of legal practice. This should include at least two (2) years of experience practicing law before lower courts, and three (3) years of experience practicing law before High Courts. Applicants with experience of service in the legal department of any autonomous, semi-autonomous, or government organization or with equivalent experience may also apply.
In both cases, experience will be calculated from the date of issuance of the license from the concerned Bar Council. The applicant must hold a valid license to practice law in Pakistan.

Key responsibilities of the incumbent will include, but not limited to, the following:

- Examine contracts, agreements, speaking orders, guidelines, bonds, etc., draft/vet amendments, and submit to competent authority for approval.
- Prepare for and represent SBP/subsidiaries in low-risk court cases; guide SBP’s officers (under examination), prepare proceedings summaries, and follow up on hearings.
- Support and guide subordinate and junior legal staff in case assessments, legal research, drafting opinions, and developing legal documentation.
- Coordinate with and/or arrange external counsel for high-profile or outstation cases; travel if required to represent SBP.
- Receive complaints against SBP, subsidiaries, or MFBs from Ombudsman; investigate, prepare compliance reports, and submit for approval.
- Facilitate Human Resources Department in resolving matters related to unionized staff.
- Receive notices from courts (lower and High Courts) regarding external cases and facilitate resolution through inquiries and submission of findings.
- Handle complaints/queries from external authorities (NAB, FIA, FBR, etc.) on taxation, licensing, or other issues; coordinate with departments, vet responses, and present findings when necessary.
- Process requests from Pakistan Information Commission regarding citizen communication; prepare and submit files for approval.
- Assist in identifying and engaging external counsel when in-house expertise is unavailable.
- Assist supervisors with case preparation by providing research, precedents, laws, and supporting data.
- Undertake any additional tasks assigned by supervisors.

This should include at least two (2) years of experience practicing law before lower courts, and five (5) years of experience practicing law before High Courts. Applicants with experience of service in the legal department of any autonomous, semi-autonomous, or government organization or with equivalent experience may also apply.
In both cases, experience will be calculated from the date of issuance of the license from the concerned Bar Council. The applicant must hold a valid license to practice law in Pakistan.
