State Bank of Pakistan (SBP), the Central Bank, is looking for talented and energetic candidates for the following contractual positions in the Payment Systems Policy & Oversight Department, based at Karachi.

 

Payments Oversight Specialist


Key responsibilities of the incumbent will include, but not limited to, the following:

  • Monitor compliance by the industry of rules, regulations, guidelines issued by PSP&OD, which involves overseeing all SBP regulated payment systems in Pakistan, through analyzing the risks within the Commercial banks, MFBs, PSOs/PSPs, EMIs, as well as non-regulated entities performing activities in relation to payment systems which includes merchant aggregators, NBFCs, third party technology service providers, ATM manufacturers, telecommunication agencies etc.

  • Conduct thorough assessments of existing payment systems, including but not limited to Critical Financial Market Infrastructures, card networks, digital wallets, and other electronic payment channels.

  • Evaluate the functionality and reliability of payment systems to identify vulnerabilities and areas for improvement.

  • Identify and assess risks associated with payment systems, such as fraud, operational, and cybersecurity risks and develop risk mitigation strategies and contingency plans in collaboration with relevant teams.

  • Develop draft policy notes and submit proposals for the approval of management on new aspects of payment systems.

  • Establish monitoring mechanisms to track the performance and security of payment systems in real-time including conventional and alternate delivery channels (ADCs).

  • Assist the policy division in the development of payment system-related policies and guidelines and keep these policies up-to-date in response to evolving industry trends and regulatory changes.

  • Prepare regular reports for senior management and other stakeholders, highlighting key findings and recommended actions.

  • Prepare presentations, briefs and meeting record notes for various meetings.

  • Perform any other task as assigned by superiors.

 Eligibility Criteria:


Education:

Master’s or Bachelor’s degree (with a minimum of 16 years of education) in Engineering (Computer, Software, Systems, Telecommunication or similar discipline), Computer Science, Mathematics, Statistics, Economics, Finance, or Business Administration from an HEC recognized university or a reputable foreign university.

Candidates with Compliance related Certifications in Banking, IT etc. shall be preferred.

Age:

Maximum 30 years, as on last date of application submission.


Experience:

Minimum 3 years of post-qualification experience in relevant field. Candidates with Compliance related Certifications in Banking, IT etc. would be preferred.

Payments Policy Research Analyst


Key responsibilities of the incumbent will include, but not limited to, the following:

  • Responsible to assist in formulating policy/regulations/guidelines in the area of emerging domains of payment systems in order to meet requirements of the industry while also analyze its impact on overall financial stability.

  • Ability to identify technical and policy implications of proposed policy frameworks to financial sector based on technological innovations, while understanding the roles of policy makers, key industry players and other stakeholders.

  • Responsible to coordinate with internal and external stakeholders for feedback/comments regarding proposed policies and in the emerging areas of payment systems.

  • Responsible to conduct annual effectiveness review based on learnings and experiences to identify policy improvement areas and suggest necessary actions.

  • Prepare presentations, briefs and meeting record notes.

  • Perform any other task assigned by seniors.

 Eligibility Criteria:


Education:

Bachelors or Masters degree (16 years of education) in Computer science, Business Administration or similar relevant fields from an HEC recognized domestic or reputable foreign university.
Candidates who have attended courses related to payment systems would be preferred.

Age:

Maximum 30 years, as on the last date of application submission.


Experience:

Minimum 3 years of post-qualification experience in relevant field. Candidates who have attended courses related to payment systems would be preferred.
