State Bank of Pakistan (SBP), the Central Bank, is looking for talented and energetic candidates for the following position of Director (OG-7), based in Karachi.

Director - Digital Innovations and Settlements Department

Key responsibilities of the incumbent will include, but not limited to, the following:

	Strategically review and align functions of the department with overall objectives of the Bank and streamline processes/ activities to achieve strategic outcomes.
	Provide effective leadership with strategic orientation to gear team efforts towards achievement of departmental objectives.
	Review and implement strategies, programs and initiatives to significantly scale up access to financial services through the use of new technologies.
	Supervise the development of comprehensive Payments & Settlement Systems in Pakistan in line with the best international practices including operations of PRISM System (RTGS) and Raast (MPG) for the development of emerging payment system providing business support pertaining to settlement and integration of PRISM System with internal and external banking and payment systems.
	Ensure smooth and continuous settlement of ancillary systems as well as SBP’s own transactions by working with all stakeholders for effective liquidity management, implementation of mechanisms and procedures for resolution of participating banks settlement issues.
	Work with Payment Systems Oversight function in SBP to effectively implement Principles for Financial Markets Infrastructure (PFMIs) and conduct regular self-assessments of SBP’s internal payment systems against these principles.
	Supervise various digitization initiatives on retail payments like Central Bank Digital Currency (CBDC), Faster Payment, Regulatory Sandbox, Innovation office, Open API management, Digital / shared KYC, Distributed Ledger Technology, Data Mining, Directory Services and Cloud Hosting for new payment services.
	Supervise the successful implementation of RAAST, Pakistan’s Instant Payment System, by monitoring progress / challenges / delays involved with the project and ensure timely follow up with the project plan to ensure successful delivery. Simultaneously, put in place effective organizational measures and processes to ensure smooth functioning of its live operations.
	Strategically review the roadmap to on-board government entities, Fintechs, EMIs, PSO/PSP for Raast (MPG).
	Promote Roshan Digital Account Scheme, onboarding of new banks enhancing product offering, generating volume of activities in terms of account opening, inward & outward remittance, communication and customer complaints, enhance customer experience, increase the value proposition.
	Work with SBP’s senior management and other stakeholders to set up an innovation office and allied structures at SBP with the objective of identification and adoption of innovative technological trends at SBP and its subsidiaries. Engage with SBP’s internal stakeholders to adopt innovative use of technology like Sup-Tech, Reg-Tech etc.
	Engage with Fintechs and other innovators including individuals, Fintech firms and startups and act as an enabler and facilitator of Fintech activities in the domain of banking and payments in Pakistan.
	Introduce, approve and facilitate innovation technology solutions to enhance the outreach, affordability, security, availability and optimal operational utilization of branchless banking systems, which may involve integration or possible creation of new technology setups.
	Review of Business Plan, Manpower Plan and Budget of the department and ensure its successful completion, as well as supervise timely completion of the developmental projects and take steps to nourish the effective leadership in departmental team and capacity enhancement of available resources.
	Administer department’s event management, stakeholder’s engagement sessions and staff training including seminar, workshops, conferences, panel discussions, deliver academics trainings etc.
	Conduct market research on payment streams to create a pool of readily available information in order to meet digital payment system needs of the market.

 Eligibility Criteria:

Education:	Master's or Bachelor's degree (with a minimum of 16 years of education) in Engineering (Computer Software Systems, Telecommunication or similar discipline), Computer Science, Mathematics, Statistics, Economics, Finance, or Business Administration from an HEC recognized university.
Age:	Maximum 50 years, as of the date of submission of application (as per CNIC). Relaxation may be allowed in case of additional relevant experience and certifications.
Experience:	Minimum 10 years with at least 04 years in senior management position.
