Branchless Banking Pakistan: Government to Person Payments
Conference May 9 to 10, 2011
Leveraging Networks for Widening Financial Access
Globally,
governments transfer trillions in cash for pensions, salaries
and welfare payments to persons. Pakistan is no exception. Automating
Government to Person (G2P) presents tremendous advantages. First,
the government can save huge sums. Second, recipients will benefit
from quick payments with few leakages in the system. Most importantly,
a growing body of evidence indicates that with appropriate delivery
models, (G2P) payments recipients can be easily brought into
the sphere of financial services, which is an opportunity not
to be missed. Finally, individuals not receiving G2P payments,
but within the geographic network may benefit from spillover
effects.
Realizing
the scope of G2P, players in Pakistan are already conducting
experiments in various forms of branchless banking. In order
to discuss opportunities, synergies and challenges in automating
G2P payments, SBP, Consultative Group to Assist the Poor and
Bankable Frontiers Associates, under the auspices of the Financial
Inclusion Program (FIP) sponsored by the UK Department for
International Development (DFID), are holding a two day Conference
on May 9 to 10 of 2011. The conference has invited stakeholders
from the entire financial ecosystem including government agencies,
banks, telecoms, international players, program managers,
regulators and suppliers. In order to take the G2P agenda
forward, SBP is also launching the Financial Innovation Challenge
Fund, worth GBP 10 million and sponsored by DFID under FIP.
The first competitive round of the fund will be held on G2P,
which will help propel the agenda of revolutionizing G2P payments
and financial inclusion forward.
