Financing Framework  for Small Enterprises and Small Farmers under Wholesale and Agency Arrangements

In order to increase the access to finance to Small Enterprises (SEs) and Small Farmers (SFs), the SBP is pleased to introduce the wholesale financing framework for SEs and SFs. The banks may provide financing to SEs and SFs through wholesale and agency arrangements. As explained in the attached framework, the financing provided to SEs and SFs under the wholesale/agency arrangement shall be reported as part of the bank’s portfolio against SEs and SFs.

2.   The financing provided by the banks under this framework will be covered under the Federal Government Risk Coverage Schemes for SMEs and Small Farmers, notified vide SH&SFD Circular No. 02 of 2024 dated 01-08-2024 and ACFID Circular No. 02 of 2025 dated 20-08-2025, respectively.
