Amendment in Prudential Regulations for SME Financing-Revision in SMEs’ Definition
Dear Sir/Madam,
Please refer to SH&SFD Circular No. 05 dated November 06, 2025, on the above subject.
2. In order to align the SMEs’ definition with the current economic realities, the SMEs' definition given in Part-I of the Prudential Regulations for SME Financing has been revised as under:

Enterprise Category |
Criteria – Annual Sales Turnover |
|
Micro Enterprise |
Up to PKR 30 Million |
|
Small Enterprise |
Above PKR 30 Million to PKR 400 Million |
|
Medium Enterprise |
Above PKR 400 Million to PKR 2,000 Million |
|
Start-up |
A Micro, Small, or Medium Enterprise up to 5 years old shall be classified as Start-up |
3. These amendments shall come into force with immediate effect. An updated consolidated copy of the Prudential Regulations for SME Financing, incorporating the above amendments, is attached as Annexure-I.
