Regional Plans for Increasing Outreach of Development Finance

Please refer to DFSD Circular No. 1 of 2007 dated 8th October 2007 regarding creation of the Development Finance Support Department (DFSD) in SBP (BSC) Head Office Karachi and its Field units in SBP (BSC) field offices across the country. The circular also defines the geographical/regional jurisdictions of the DFSD field units for the purpose of undertaking development finance related activities. As monitoring of banks’ progress towards build-up of development finance portfolio and capacity at regional level is an important function of the DFSD field units, the concept of regional plans has been introduced and our 15 offices across the country have requested the banks in their respective jurisdictions to prepare and submit the regional plans for increasing outreach of SME and Rural Finance during the remaining six months of FY08, by 15th January 2008. This will also increase the interaction between concerned regional office with the local BSC office for early resolution of problems and difficulties.

Through this circular we would like to request you to advise your regional offices to prepare separate plans for SME Finance and Rural Finance, as per the enclosed format, in consultation with the head offices and ensure submission to the respective BSC office within the stipulated time. The MFBs would similarly advise their regional offices for preparation and submission of regional plans for increasing outreach of microfinance, as per the enclosed format for MFBs.
