State Bank of Pakistan, the Central Bank of the country, regulates the monetary and credit system of Pakistan and fosters its growth in the best national interest with a view to securing monetary stability and optimum utilization of the country’s productive resources. In order to strengthen the institutional capacity in the area of Strategic Planning to achieve strategic goals in line with SBP Vision 2020, applications are invited from high calibre and dynamic professionals for the following positions (OG-2) in Strategic Planning Department, permanently based at Karachi.



1. Assistant Director - Business Continuity Planning/ Exercise Planning & Monitoring (OG-2)


Key responsibilities of the incumbent will include, but not limited to, the following:

  • Assist the Divisional Head in the development of BCP ATP after taking feedback from 13 critical departments and 16 field offices.
  • Disseminate BCP ATP to all the concerned stakeholders.
  • Communicate every office/concerned quarter regarding BCP exercise at least 3 days before the test. 
  • Seek BCP exercise reports on Table Top, Mock and Rehearsals from each office/critical department as per the given templates.
  • Consolidate/develop monthly BCP exercises report outlining major observations/obstacles, issues.
  • Resolve the issues highlighted in the monthly status report as per the guidance of Divisional Head BCP and/or BCP Coordinator.
  • Organize quarterly Combined Staff Relocation Exercises involving seven critical (time sensitive) departments and three critical (support) departments simultaneously on the given day.
  • Issue necessary communication regarding Combined Staff Relocation Exercises.
  • Arrange logistics (transport/tea/meal) for the participants of the combined staff relocation exercises.
  • Develop and test scenarios for testing during the Combined Staff Relocation Exercises.
  • Develop detailed reports on the Combined Staff Relocation Exercises.
  • Monitor all critical functions mentioned in the departmental/office BCPs which are tested during the BCP exercises.
  • Develop quarterly reports on BCP exercises for the consideration of the BCP Committee.
  • Coordinate DR testing with ISTD and its appropriate reporting to the BCP Committee.
  • Coordinate Evacuation Drills Fire Fighting drills with IBSD; appropriate reporting to BCP Committee
  • Assist in the development of training/awareness/session and delivery of presentations
  • Act as a backup of other areas of SPD
 Qualification

Master’s or Bachelor’s (16 years) degree in Business Administration, Finance, Economics or Commerce or other relevant field from HEC recognized or a reputable foreign university.

Excellent skills in communication & coordination, planning and organizing, relationship building and organizational awareness. Sharp analytical abilities along with good interpersonal and communication skills. (Include in Core Competencies)

 Age Maximum 31 years, relaxable in case the candidate posseses exceptional qualification or experience.
 Experience At least 3 years relevant post qualification experience in Business Continuity Management or related field in a reputable organization.

2. Assistant Director- Strategic Planning - (OG-2)


Key responsibilities of the incumbent will include, but not limited to, the following:

  • Assist in communication to the departments' heads the approved strategic plan and implementation roadmaps.
  • Support in developing and delivering presentations to all employees to communicate SBP's mission, vision, values and strategic plans and ensure full understanding.
  • Assist the process of compiling documents and data required for effective strategic planning, and ensure the availability of all input. 
  • Assist in conducting PESTEL and SWOT analysis to provide economic, markets and industry insights and analysis and any other studies related to the process of articulating SBP strategy and strategic objectives.
  • Liaise with the ERD to devise comprehensive communication plans to communicate the function's deliverables to the concerned stakeholders.
  • Assist in organizing Strategic Management Conference (SMC).
  • Assist in coordination with consultants, if hired, for SMC.
  • Coordinate with departments regarding feedback on development of strategic plan.
  • Assist in presenting Final Report on Strategic Plan to members of the Board.
  • Disseminate the Strategic Plan within and outside SBP to various stakeholders.
  • Disseminate strategic plan to all employees.
  • Organize regular meetings of SPSC on half yearly basis.
  • Compile meeting material/ presentations and folders as well as determinate them for senior management.
  • Record and draft minutes of meetings.
  • Prepare Compliance Report based on minutes of SPSC.
  • Share the minutes of meeting with the concerned departments.
  • Regularly update compliance status.
  • Formulate a report comprising status of compliance decisions on monthly basis.
  • Regularly update detailed MS Excel sheets of Strategic Plan.
  • Keep abreast with implementation mechanism at other central banks.
  • Plan and organize Awareness Sessions of Strategic Plan for SBP employees.
  • Propose development projects in his/her area.
  • Act as a backup of other areas of SP Division.
 Qualification

Master's or Bachelor's (16 years) degree in Business Administration, Finance, Economics or Commerce or other relevant field from HEC recognized or a reputable foreign university.

Excellent skills in communication & coordination, planning and organizing, relationship building and organizational awareness. Sharp analytical abilities along with good interpersonal and communication skills. (Include in Core Competencies)

 Age Maximum 31 years, relaxable in case the candidate posseses exceptional qualification or experience.
 Experience At least 3 years relevant post qualification experience in Strategic Planning or related fields in a reputable organization.

3. Assistant Director BCP (Business Continuity Planning/ Business Continuity Planning Management Unit (BCPM) - (OG-2)


Key responsibilities of the incumbent will include, but not limited to, the following:

  • Assist the Divisional Head in organizing meetings of BCP Committee and other Subcommittees as defined in the BCP Manual.
  • Compile and disseminate meeting material/ presentations and folders to senior management.
  • Draft minutes of meetings of BCP Committee meetings and other Subcommittees.
  • Prepare Compliance Report based on minutes of BCP Committee and other Subcommittees.
  • Share the minutes of these meetings with the relevant departments for compliance.
  • Reporting the status of compliance items of decisions of BCP Committee.
  • Review existing business continuity plans of SBP and SBP-BSC.
  • Recommend and implement methods to monitor, evaluate, or enable resolution of safety, operations, or compliance interruptions.
  • Assist in compiling BCP Budgets.
  • Maintain Business Process Manual (BPM) of BCP Division.
  • Assist in the development of training/awareness/session and delivery of presentations.
  • Assist in conducting Business Impact Analysis (BIA) surveys with the Business users and documenting critical requirements.
  • Update BCP Cards on six monthly basis.
  • Act as a backup of other areas of SPDA.
 Qualification

Master's or Bachelor's (16 years) degree in Business Administration, Finance, Economics or Commerce or other relevant field from HEC recognized or a reputable foreign university.

Excellent skills in communication & coordination, planning and organizing, relationship building and organizational awareness. Sharp analytical abilities along with good interpersonal and communication skills. (Include in core competencies)

Working knowledge of MS Office, Internet.

 Age Maximum 31 years, relaxable in case the candidate posseses exceptional qualification or experience.
 Experience At least 3 years relevant post qualification experience in Business Continuity Management or related field in a reputable organization.

4. Assistant Director- BCP (Business Continuity Planning/Backup Sites Management (BSM) - (OG-2)


Key responsibilities of the incumbent will include, but not limited to, the following:

  • Assist the Division Head BCP in maintaining and upgrading primary backup site in Karachi.
  • Support the Division Head BCP in maintaining a well equipped secondary backup site in Karachi.
  • Coordinate with concerned departments/offices in maintaining 16 backup sites across the country. Coordinate with ISTD for ensuring all necessary IT equipments/ networks are available, operational, and updated at the Primary and secondary backup site at Karachi as well as filed offices.
  • Coordinate with the concerned field office and ISTD for ensuring required IT equipment is available at the backup site as mentioned in the office BCPs.
  • Ensure network connectivity devices of NTC and/or any other network providers are available for use at the backup site of field office. Ensure that these devices are regularly tested.
  • Coordinate for the availability of required outsourced IT applications such as SWIFT, Reuters, and Bloomberg etc.
  • Coordinate with ISTD for the availability of required critical IT applications such as PRISM-RTGS, Globus, ERP, Outlook etc.
  • Maintain Command & Control Centre at the Primary backup site for the use by Emergency Support Group (ESG) in emergency situations.
  • Conduct BCP Preparedness Review of backup sites of field offices.
  • Coordinate with the concerned departments for the availability of all communication mechanisms at the backup sites and their appropriate backups.
  • Coordinate for the availability of Crises Communication SMS setup for use in Emergency Situations.
  • Assist in development of training material and delivery of awareness presentations.
  • Act as a backup of other areas of SPD.
 Qualification

Master's or Bachelor's (16 years) degree in Business Administration, Finance, Economics or Commerce or other relevant field from HEC recognized or a reputable foreign university.
