A New Era of Banking in Pakistan

Roshan Digital Account is a major initiative of State Bank of Pakistan, in collaboration with commercial banks operating in Pakistan. These accounts provide innovative banking solutions for millions of Non Resident Pakistanis (NRPs), including Non-Resident Pakistan Origin Card (POC) holders, seeking to undertake banking, payment and investment activities in Pakistan.

Fully Digital Account Opening and Operation

For the first time in Pakistan’s history, NRPs are being provided an opportunity to remotely open an account in Pakistan through an entirely digital and online process without any need to visit a bank branch. Opening of the account will require only a basic set of information and documents. Banks have been asked to complete all necessary customer due diligence within 48 hours.

Providing digital access to all conventional account services including funds transfer, bills and fee payments, and e-commerce.

Enabling Non Resident Pakistanis to buy car of their choice for their loved ones in Pakistan at attractive rates through Roshan Apni Car

Providing the facility to pay for charities and donations in Pakistan using a convenient one-stop payment platform through Roshan Samaaji Khidmat

Investment in shares and units of funds in Pakistan Stock Market.

Investment in units of mutual funds (Open Ended Scheme).

Enabling investment by non-resident Pakistanis in Naya Pakistan Certificates (NPCs) issued by the Government of Pakistan, in USD, GBP, EURO and PKR at very attractive risk free rates and in both conventional and Shariah-compliant forms. Resident Pakistanis who have assets abroad declared with FBR can also invest in USD/GBP/EURO denominated NPCs. A Tribute to Our Overseas Pakistanis

Accounts Available in Both Foreign Currency and Pakistani Rupees

The customer can choose either a foreign currency or rupee-denominated account, or both. For NRPs, these accounts would be interoperable and enable real-time online conversion from foreign currency to Pakistani Rupees and vice versa.

Choice of Account

Single, joint, current and savings accounts are available.

Islamic Option

Both conventional and Shariah-compliant accounts can be opened.

Fully Repatriable

Funds available in the Roshan Digital account can be remitted back from Pakistan without any approval from bank or SBP.

Note: Funds can only be transferred into the Roshan Digital Account from abroad. Any income earned from investments made through these funds (e.g. rent / profit received from property purchased through Roshan Digital Account, profits earned on investments in Naya Pakistan Certificates or shares through RDA, etc.) can also be added to the Account. Due to the repatriable nature of the account, no other funds can be deposited into the Roshan Digital Account locally. This ensures that the Account cannot be misused to transfer local funds of Resident Pakistanis out of Pakistan.

New Simplified, Convenient and
Hassle-free Tax Regime

The Federal Government has introduced a new simple, convenient and hassle-free tax regime for Non Resident Pakistanis (NRPs) having Roshan Digital Account (RDA). This includes all investments made by NRPs in Government debt securities, both conventional and Shariah compliant, stock market, mutual funds and real estate through RDAs. The features of this new tax regime for NRPs having RDAs are as follows:

RDA Deposits

Profit earned on RDA deposits is tax exempt
No withholding tax will be deducted against profit on RDA deposits
No need to obtain an exemption certificate from the Federal Board of Revenue (FBR)⁵
No need to file tax returns on profit from RDA deposits

Banking Transactions

No withholding tax on cash withdrawals or account-to-account transfer by NRPs

Investment in Naya Pakistan Certificates

Full and final tax @ 10 percent on profit on NPCs for NRPs and such resident Pakistanis having declared assets abroad
No need to file tax returns on profit on NPCs

Investment in Shares and Mutual Funds

Full and final tax of 15 percent on capital gains
Full and final tax of 15 percent on dividends received from mutual funds and companies other than IPPs and the companies which are tax exempt. The tax rate on dividends from IPPs is 7.5 percent and from tax exempt companies is 25 percent
No penalty or doubling of the tax rate due to absence from Active Taxpayer’s List (ATPL)
No need to file tax returns on dividends and capital gains

Investment in Property

Full and final capital gains tax of 1 percent on value at the time of sale of properties
Full and final payment of 1 percent tax on value at the time of purchase of properties
No need to file tax returns for NRPs on capital gains on sale of properties

Eligibility

Non-resident Pakistanis with Pakistani passport, NICOP, POC or NIC

Individuals who are employed, self-employed, unemployed, housewives/homemakers, students, children, and pensioners.

Companies or entities cannot open Roshan Digital Account.

Select a Bank

Select any of the participating banks for opening an account.

Fill Account Opening Form

Go to the selected bank’s website for filling account opening form digitally.

Choose Digital Account Type

Choose the type of Digital Account - a Foreign Currency Account or a Pak Rupee Account.

Upload Documents

You will need to upload scanned copies of the following documents to open an account. The list below is a standardized list applicable across all banks participating in RDA. On occasion a bank may seek additional documents from some customers for completing their necessary due diligence based on the customer’s risk profile. If you feel that the bank is asking for too much information, please write to SBP at [email protected] with customer information and name of the bank.

a) CNIC/ NICOP/ POC.

b) Passport (Pakistani and/or foreign country).

c) Proof of non-resident status.

d) Applicable IRS FATCA forms (only for customers in the US)

e) Proof of profession and source of income/ funds. For example, any one of the following documents:

For salaried individuals any one of the following: employment letter, salary slip or bank account statement.

For business persons any one of the following: business registration document, business letter head or bank account statement

You will be asked for a digital photo that would be taken at the time of filling the form and uploaded live.

Receive Confirmation

You will get confirmation of account opening within 48 hours.

Transfer Funds

After account opening, you can transfer funds in the account through banking channels from the country of your residence.

Charges on RDA

Bank Charges: Roshan Digital Account holders may incur charges on the various products and services offered by banks like: debit cards, cheque book, etc. These charges vary from bank to bank. For customers’ convenience, the links of banks leading to their schedule of charges* are placed below:

Transfer Charges: RDA Banks have waived off the charges for incoming and outgoing funds transfer by RDA customers. However, customers may incur charges imposed by their sending bank abroad. To facilitate customers, RDA banks have made special arrangements with some correspondent banks (Citi Bank, Deutsche Bank, JP Morgan and Standard Chartered Bank) to bring down transfer charges to $5 - $9. To avail this rate when transferring funds through these banks, customers should use the special Bank Identification Code (BIC) provided by their RDA bank. For specific information on transfer charges, customers may contact their RDA bank.
