| History |
Before establishment of the Medical Services Department as an
independent and full-fledged Department of General Side in 1993,
the medical facilities were being extended by Medical Division
which was part and parcel of the Administration Department of
the then Central Directorate. On 21-03-1995 the Department was
accorded the status of Specialized Department to be headed by
a qualified doctor of sufficient experience. The Department
is being headed by such an incumbent as from 22-03-1995.

| Organizational
Set-up of the Department |
It will be noted from the above Organizational Chart that for
smooth running, the Department has been divided into3 Divisions
namely:
1.
GENERAL DIVISION-I
2. GENERAL DIVISION-II
3. OPERATION DIVISION
The
1st two Divisions are headed by a Jr. Joint Director (Officer
Grade-4 of General Side) each while the 3rd one is headed by
Chief Medical Officer (Officer Grade-6). Both the General Divisions
are further divided into 2 Units each. The Operation Division
is responsible to run the 4 dispensaries at Karachi Centre in
order to provide necessary medical facilities to the in-service
/ retired employees of State Bank of Pakistan and its two Subsidiaries
and their dependent family members and the dependent family
members of the deceased employees.

| BRIEF
FUNCTIONS OF THE DIVISIONS |
1. GENERAL DIVISION-I
-
Enlistment of Specialists, Pathologists, Radiologists, Hospitals,
Clinics and Maternity Homes etc on Bank’s approved
panel and revision of their rates.
-
Enlistment
of Hakims and Homoeopathic Doctors on Bank’s approved
panel.
-
Grant
of permission for treatment of employees and their dependent
family members at Offices other than employees’
places of duty.
-
Acceptance
of parents as dependents of Bank’s employees for extension
of medical facilities to them.
-
Preparation
of Medical Computer Cards for Officers / Staff.
-
Supervision
of Computer System installed in the Department and related
items.
-
Preparation
of statement of expenditure on medical facilities on monthly,
quarterly, half-yearly and annual basis.
Preparation of annual budget for medical facilities.
-
Procurement
and distribution of stationery articles.
-
Handling
of administrative and policy matters of the Department.
-
Payment
of individual claims pertaining to Allopathic, Homoeopathic
and Unani treatment of in service / retired
employees and their dependent family members and dependent
family members of deceased employees.
-
Issuance
of letters for consultation with un-approved Consultants and
hospitalization in un-approved Hospitals /
Clinics.
-
Issuance
of confinement letters in normal, L.S.C.S. and D&C cases.
-
Scrutiny
/ checking and according approval of payment in the cases
of individual medical claims received from all
Offices.
2.
GENERAL DIVISION-II
-
Payment of bills of specialists, Pathologists, Radiologists,
Hospitals, Clinics and Maternity Homes etc on Bank’s
panel according to the approved/agreed rates.

Enlistment
of wholesalers and retailers for procurement of medicines.
-
Scrutiny
/ checking of purchase orders to the wholesalers to
be placed against indents for supply of medicines.
-
Payment
of bills of wholesalers / retailers.
-
Management
/ supervision of the affairs of the dispensaries at
Karachi Centre.
-
Examination
of patients in O.P.D., diagnosing diseases and prescribing
/ provision of treatment / medicines.
-
Referring
the patients to the approved Specialists / Pathologists
/ Radiologists / Hospitals / Clinics etc.
-
Regularization
of emergency hospitalization of employees and their
dependents.
-
Provision
of emergency medical help.
-
Arranging
hospitalization of emergency patients.Looking after the Bank’s
patients at Hospitals, Clinics and their residences when required.
-
Establishment of full-fledged Emergency Medical and Help Centre
during the course of national emergency / any mishap.

| HEPATITIS
‘B’ VACCINATION |
In
addition to the performance of the above day to day functions,
the Department arranged Hepatitis ‘B’ Vaccination
for the in-service / retired employees and their dependent family
members and for the dependent family members of the deceased
employees. In this connection a budget of Rs. 20 million was
approved out of which a total sum of more than Rs.15 million
has already been paid to concerned pharmaceutical company uptil
26-05-2003.

| NON-SMOKING
AREA |
The 2nd floor of Subsidiary House, Karachi where Medical Services
Department is situated has been declared as “Non-smoking
area”.

| FUTURE
PLANS |
- To
change present system of issuing tokens for the turn of patients
for consultation with the Bank’s Medical Officers to the
computerized system.
- To
provide Computerized Help Desk with a view to provide complete
information relating to medical facilities provided by the Bank.
