Recent Developments
  • GOAJK has decided to introduce Agricultural Pass Book in the State by:
    • Making necessary Amendments in AJK-LAP, Act 1976
    • Necessary amendments has been incorporated
    • Draft Ordinance has already been submitted to Law Department
    • Initially, efforts are being made to get the ordinance immediately enforced by the President of AJ&K

Salient Features of the Ordinance
  • Will be called as
  • “Loans for Agricultural Purposes  (LAP) Ordinance, 2007.
  • Shall extend to the whole of AJ&K
  • Shall come in to force at once.

LAP Ordinance, 2007
  • Definitions
    • Agricultural Purposes means
      • Agriculture Farming of all Cereals, Fodders, Horticultural Crops, and  Medicinal Herbs etc;
      • Supply of Agricultural and Livestock Inputs;
      • Diary Farming, Sheep & Goat Farming, Poultry Farming and other Livestock Farming etc.
      • Establishment of Fruit, Forest and Floriculture Plant Nurseries
      • Purchase of Farm Machinery (Large & Small), Implements, Tools etc
      • Purchase of Engine Pumps or Installation of Tube-Wells, Water Lifting Pumps, Irrigation Systems (Sprinklers, Drip etc), Improvement of Field Terraces, Protection Bunds and Water Channels etc.
      • Installation of Packing Material Production Units, Fruit & Vegetable Processing, Drying and Other Agricultural Processing Units, etc
      • Construction, Maintenance and Renovation of Cold Storages for Agricultural Commodities etc.
      • Installation of Milk and Milk By-Products Units, Chilling Units etc.
      • Purchase and Restocking of Animals

LAP Ordinance, 2007
  • Agriculture Officer  means an Officer In-Charge of the District from Agriculture Department
  • Board Of Revenue means Board of Revenue of Azad Government of the State of Jammu & Kashmir
  • Collector means an officer as defined in Revenue Recovery Act, 1890 as Enforced in AJ&K

LAP Ordinance, 2007
    • Bank means all scheduled Banks within the meaning of the SBP Act 1956 as working in Azad Jammu & Kashmir including ZTBL and Azad Jammu & Kashmir Bank
    • Land means any Land used for Agricultural or its subservient purposes
    •  Land Owner means “as defined under “West Pakistan Land Revenue Act 1967” but doesn’t include any Lessee or a Mortgagee
    •  Loan or Advances means loans or advances for Agriculture Purposes
