EXPORT
TO AFGHANISTAN
Attention
of Authorized Dealers is invited to the instructions contained
in F.E.Circular No. 36
dated the 11th July, 1998 allowing
export of kitchen items to Afghanistan by land route only
against Advance Payment or Letter of Credit opened in foreign
exchange.
Government
vide SRO No. 138(I)/99 dated the 3rd March, 1999
has amended Para 19.14 of the Import Export Procedure Order
1998 as under:
"Export
of all commodities produced or manufactured in Pakistan
excluding those manufactured in manufacturing bonds shall
be allowed via land route to Afghanistan against Pak. Rupees
on filing of regular shipping bills without form
"E". These exports will, however,
not be entitled to any duty draw back and zero rating of
sales tax. Export to Central Asian Republic through Afghanistan
shall be allowed against advance payment or Letter of Credit
in foreign currency without the facility of duty draw back.
However, exports to Central Asian Republics via Iran are
entitled to duty draw back"
Consequently
the instructions contained in above F.E.Circular with regard
to export to Afghanistan against Letters of Credit/advance
payment stand withdrawn. Export to Afghanistan will continue
to be exempted from declaration on form
"E" as per Government Notification
No.1(6)-ECS/48 dated the 1st July, 1948 and No.1(7)-ECS/48
dated the 1st July, 1948 appearing in App.II/2
and App.II/3 of the Foreign Exchange Manual (Vol.I) respectively.
Export to Central Asian Republics via Afghanistan by land
route would however be subject to declaration on Form
"E".
