refer to the captioned Scheme circulated vide ICD Circular
No. 1 dated the 27th April, 1987 read with subsequent
instructions issued from time to time.

Instances have brought to our notice where the main
supplier, who has been awarded contract by the executing agencies
in Pakistan against international tender, has sub-contracted
a part of the contract to the local supplier (s) in Pakistan.
It is clarified that in such cases the sub-contractor(s) shall
also be eligible to avail financing facilities under the captioned
Scheme, provided; i) the payment for such supplies is received
by them from the main contractor in foreign currency against
LCs established by the main supplier, and ii) the financing
facilities have not been already availed by the main supplier
for the work assigned to the sub contractor(s).

Other instructions on the subject shall remain unchanged.
