 BPD Circular Letter No. 12
June 25, 2002

All Banks/Leasing Companies/Modarabas

Dear Sirs,

CONSUMER FINANCING AT LOW INTEREST RATES

As you are aware, Government of Pakistan has taken various initiatives to promote Information Technology education in Pakistan especially at grass root level.  In this regard Ministry of Science and Technology has initiated, programmes for training of teachers throughout the country.  These programmes are expected to result in a tremendous increase in demand for purchase of computers through consumer/personal loans from the banking system.

Although the banks and financial institutions are free to determine the pricing of loans, we shall appreciate if banks and financial institutions may look into providing consumer loans for financing/purchase of computers at special/low mark up rates to make the purchase of computers affordable and, therefore, make the programmes to promote Information Technology successful.  The likely expansion in the volume of business through a reduction in mark up rate should be factored into your calculations.

Yours faithfully,
(Muhammad Kamran Shehzad)
Director
