The Federal/ Provincial Governments are in the process
of computerization of land record, aimed at providing
instant access to the land records by the public and banks
through a net work of computer kiosks. Related automation
will augment opportunities for wealth creation in the
rural economy, as small landowners would be able to have
access to finance from commercial banks on fast track
basis. The system will provide banks an alternate method
of correct, effective & swift assessment of land titles
with owner’s profile in respective provinces/ localities
in support of sanction/ disbursement of agriculture/ rural
credit.
In
order to facilitate banks, SBP has developed guidelines
on e-passbooks in consultation with banks, Provincial
Boards of Revenue, National Reconstruction Bureau and
MINFAL for identification of minimum requirements to be
built in the system relating to agri credit lending in
collaboration with Provincial Revenue Authorities/Automation
Agencies for development of comprehensive computerized
land records.
The
Guidelines contain all the necessary requirements to be
completed by the stakeholders. Banks may adopt the guidelines
in the present form or with some adjustments to suit their
organizational & operational needs.
